CoBRIS

The Community Based Resource Information System (CoBRIS) is an internet based software application developed to assist human service agencies in daily management, operations and reporting. Through an extract of data from the State’s SACWIS (FSFN), combined with local, agency-specific data, CoBRIS allows managers to monitor staff performance, access reports, monitor utilization and track children in care. CoBRIS’ modular structure allows for very specific customizations for each customer based on each agency’s specific business processes, with outputs promoting accuracy, timeliness and accountability. Originally designed as a Case Management System, CoBRIS has evolved into a Management Support System for Community Based Care Agencies, CoBRIS is comprised of several Modules and Functions that can be molded into a comprehensive, customized system.

The Management Dashboard lets managers monitor critical items on a daily basis, including Children seen, Judicial Reviews, Fingerprints due, etc. Each level of the supervisory chain can monitor their staff’s performance, ensuring critical events are competed on a timely basis

Case Management Module:
The Case Management Module allows front line staff and agency management access to client information quickly and accurately. Key features include a dashboard of the Case Manager’s caseload with an indicator of the face to face visits within the past month, judicial reviews due and reminders for other critical case management events. These critical activities are tracked for timeliness with management visibility to critical activities approaching a due date.

The Client Module allows client information to be centralized into one “face sheet” for each child, displaying both SACWIS information, local information and any custom fields added by the local agency. Standard demographic information is easily accessed through the face sheet as well as information on the child’s goal, legal status, placement, eligibility, and other siblings and participants in the case. This “face sheet” also has the capability to connect with outside data sources in order to display information from various agencies, such as schools.

CoBRIS' functionality includes many more modules for each aspect of community based care:

The Document Imaging Module allows scanned documents to be attached directly to a child’s face sheet and accessed seamlessly from within the system.

The Intake Module provides initial placement service and an advanced placement search which matches a child with a home that can meet their specific needs.

The Placement Module allows for a “dashboard” view of all placements in the system and allows communication across departments.

The Provider Module is customized for local agencies to input and track in depth information about foster homes, from the initial inquiry through licensure and contains analytical tools for increased recruitment and retention of foster families.

Utilization Management is accomplished through the Purchase of Services (POS) Request/Service Tracker which allows child welfare professionals throughout the provider network to make automated-paperless requests for services, draws from SACWIS case/child information for accuracy, and has an audit function.

The Independent Living Module identifies children who are eligible for independent living services, and then tracks staffing, assessment dates, school, employment, IL classes and planned living arrangement.

The Prevention/Diversion Module tracks families who are in prevention/diversion programs who are in need of services but are not ordered into the Child Welfare system

The Alert Module lets users avoid sending sensitive and confidential data over the web by sending all confidential communication through the secure CoBRIS server. Alert triggers can be customized by the local agency to notify staff of a change in any critical data element. The alert module allows the ability to track events such as exit interviews and judicial reviews right from the case managers’ home page.

The Forms and Report Module provides many reports including Last Face to Face Visit, Open/Closed, Clients Seen, Summary, Demographics, Photo Due, Runaways, JR Due, Adoptions, Birth Verifications Report, Cost Allocation Plan, Fingerprint Report, Executive Case Load; Placement Reports, Rate Reports, Provider Inventory Census by Placement type; Exit Interviews Due; Independent living. Additionally an ad hoc reporting tool has been added to create custom reports. This module can also be used to generate client specific forms.

The Face Sheet Review function requires workers to log in monthly (prompting as needed) and validate the information for each child on their caseload. This function then records and reports on compliance.

The Foster Parent Logon Module allows foster parents to log on to the system to validate information on the children in their care, including placement dates and length of stay. It also allows notes and messages to be sent between the foster parent and the workers assigned to the child/home.

The Client Exit Interview Module identifies cases where an exit interview is required, according to state standards. It also reports on interviews due, interview dates and outcomes.

CoBRIS provides the ability to access outside data sources. Users can import information from Schools, Courts, Providers, etc; this access must be granted by each individual CBC. CoBRIS also has the ability to have Third Party notes passed to Case Worker from an outside source.
