Business Analyst
BACKGROUND
This position is for a business analyst with solid requirements gathering, business process re-engineering and documentation skills. The Consultant must have experience with business analysis work for an object oriented (OO) web application and working with an agile/scrum development team. Selected Consultant must also be familiar with UML and documenting use cases with a UML tool. The position’s work assignments will split between defining and documenting complex school finance formula requirements used in creating Excel workbooks and defining new Foundation School Payment (FSP) system modules.
Duties of the position will require the analyst to:
• Work closely with the Finance staff to define and document Finance calculations using the Client’s defined Excel format to document calculations requirements and used by Excel workbook developers.
• Organize, plan and hold requirements gathering work sessions with Finance users and translate the results into use cases, activity diagrams, web-page mock-ups, and other documents to help explain and define the requirements of the new application.
• Work with the FSP ExcelCalc workbook developers, the FSP Rewrite technical team and School Finance internal users to clarify documented requirements including the school finance calculations, new modules and enhancements for the existing system as required.
• Translate requirements into a high level product backlog and participate with the product owner and team to prioritize the development work for release plans and sprints.
• Write clear and concise requirements specification documentation, (UML use cases and activity diagrams, Visio diagrams, Optimal Trace, Adobe Fireworks (GUI mock-ups), Enterprise Architect diagrams, etc…) which will be used in the development of new FSP modules that are part of the new FSP application, workflows, processes and Cognos reports.
• Document all new development requirements using a combination of tools including MS Word, Excel, Visio, Optimal Trace, and Enterprise Architect, a UML tool.
• Perform analysis of the existing processes and procedures and make suggestions for process improvement.
• Mentor and transfer knowledge gained to Client employees.
• Works closely with the Client business analyst, both the FSP Rewrite project manager and the ExcelCalc project manager, the FSP Rewrite technical team, the ExcelCalc workbook developers, team testers and the School Finance users.
• Report routinely on the progress of assigned tasks to the Client project managers.
• Complete all work assignments in accordance with Client and the Project Management Office policy, procedures, and guidelines.
• Assist in the development of testing plans and test scripts.
• Assist and coordinate user acceptance testing and user training.
• May also be required to perform test scripts for SCR and other enhancements of the existing system.
• May create or update other State Funding specific documentation (procedures, user help, training materials, overviews, etc.) as required.
• Other duties as assigned.
MANDATORY SKILLS or KNOWLEDGE or EXPERIENCE
5 years
• Business systems analysis and business process improvement in defining complex financial applications and supporting functions.
• Organizing and facilitating the deriving system requirements from interviews with customers or requirements gathering work sessions.
• Work experience in gathering system requirements and creating a system requirements document and developing graphical user interface with tools like Adobe Fireworks.
• Must have a strong analytical, problem-identification and process analysis skills with the ability to envision a solution from requirements
• Professional who works well independently or as part of a team.
• Strong interviewing, facilitation, problem resolution, consensus building, and negotiating skills.
• Must be capable of translating business plans and requirements into information systems concepts and produce and update supporting documentation.
• Work experience and understanding of software lifecycle methodologies, thorough knowledge of the software specification process and software development processes, and software architecture.
• Work experience and knowledge in defining and modeling functional business requirements using Unified Modeling Language (UML).
• Work experience in writing simple SQL queries and knowledge of relational databases.
2 years
• Experience with Agile/Scrum projects and creating and maintaining product backlog.
• Work experience in system testing which includes the development of test plans, test cases and conducting testing sessions.
PREFERRED ADDITIONAL SKILLS or KNOWLEDGE or EXPERIENCE
5 years
• Experience with the following tools: requirements analysis tools like Optimal Trace and UML modeling tools like Enterprise Architect
• Experience with defining business workflow and document management.
